Founder and President, Stephen Amitay Esq., has successfully represented large and small corporations, trade and member associations, technology and Internet companies, non-profit organizations and other clients on issues involving congressional appropriations, federal procurement, federal agency policy, homeland security, workplace and employer regulations, defense programs, intellectual property law, veterans care, managed care, Medicaid, pharmaceutical distribution, e-commerce, online entertainment, education, bankruptcy reform, and financial services.

On behalf of small California company offering actuarial software and services to the IRS for use in insurance industry tax compliance, Mr. Amitay worked with the congressional tax writing and appropriations committees, the Department of Treasury, and the IRS to obtain funding and establish a pilot IRS insurance tax compliance program for which the company was awarded a multi-million dollar contract.
Teaming with another small lobbying firm to represent a mid-sized Tennessee company manufacturing radiation detection equipment, Mr. Amitay worked with Tennessee congressional offices and committees with homeland security oversight to generate company meetings, briefings, demonstrations and congressional inquiries with homeland security, FBI, and Defense officials about the company’s technology and products. These activities spurred intensive DHS testing and follow on procurement of company products. Mr. Amitay also helped secure defense appropriation funding earmarks for the evaluation and acquisition of the company’s detection technology.
For the world's largest association of security professional and investigators, Mr. Amitay worked with congressional offices, employer associations, business associations and others in two successful legislative efforts to repeal onerous provisions of the Fair Credit Reporting Act that were impacting workplace safety. Also, for this client and the entire security guard industry, Mr. Amitay assumed a point role in a successful lobbying effort to persuade Congress to pass legislation allowing FBI criminal history background checks on private security officers.
For a large copyright content owner, whose copyrighted works were being infringed in Sweden by several governmental offices, Mr. Amitay enlisted the support and worked with the intellectual property and trade-related committees in Congress, the United States Trade Representative, the State Department, and the Commerce Department to mount a diplomatic and trade effort to persuade the Government of Sweden to stop the infringement. After several years of continual and increasing pressure, the Swedish government introduced and passed a new law strengthening Sweden’s domestic protection for certain types of copyrighted material. Immediately upon enactment of the new law, all governmental infringement of Mr. Amitay’s client’s intellectual property in Sweden ceased.
For a multi-billion dollar business credit association, Mr. Amitay assisted in the formulation of a legislative proposal to increase the protection of secured lenders in collateral consisting of copyrightable material. Mr. Amitay worked with Congress, the Copyright Office, the American Bar Association, the entertainment industry and intellectual property groups to bring about consideration of such legislation, which included a congressional hearing where the association’s president and proposal played a prominent role.

Mr. Amitay has worked with the General Accounting Office on several investigations and reports affecting his clients. Mr. Amitay has written congressional testimony and federal agency submissions on a variety of topics. He has also served as a client liaison to industry and issue based coalitions.
Mr. Amitay is the Assistant Treasurer of the Washington PAC, a leading pro-Israel PAC. He has extensive experience with PAC-related operations and issues, and congressional fundraising laws. His PAC activities provide him key access to members of Congress and staff. Mr. Amitay also writes the Washington PAC newsletter covering congressional elections.
Previously, Mr. Amitay was a professional staff member for three years on the Senate Governmental Affairs Subcommittee on Governmental Efficiency and Federalism. On the Subcommittee, he worked on federal government oversight and procurement issues. Before opening Amitay Consulting, he worked at the Washington lobbying firms Federal Legislative Associates and Morris J. Amitay P.C.
Mr. Amitay has a B.A. from Columbia University and a J.D. from Georgetown University. He is a member of the Maryland and D.C. Bars.
